Default Stanhopea tigrina

I have been given a large Stanhopea tigrina that is sick and in very poor shape. It is large, in a wooden hanging basket, with non existant or decomposed medium. There is scale on the leaves and stems, ants can be seen, and some of the pseudobulbs, have a whitish mold on them. Even though there are over 20 pseudobulbs there are only 4 leaves which have blackened tips. 3 or 4 tiny new healthy leaves can be seen poking through the slats on the side and bottom, and a few white healthy roots can be seen growing upwards.

Could anyone advise me on how to proceed with this orchid, to attempt to bring it back to health?
